This is an age old problem.... Back in 1992, we had a newhire at JFK who scammed over $21,000 in excess baggage charges. He'd issue the tickets using someone else's login, and after departure, would go into the back office to remove the paper EXB coupons that would get stapled to the flight coupon, and then voided the transaction.

He screwed up after the person whose login he was using went out on maternity leave, and someone missed their flight and demanded a refund.

A few days later, Security set up a sting and he was taken out in handcuffs.
