The Shiites were obviously racists towards the Sunni minority.Push came to shove and ISIS was born. ISIS is an offshoot of al-Qaeda inspired by Abu Musab al-Zarqawi.So the root cause is the early withdraw of US troops.

In addition, the ISIS leadership consists of Sunni components from the Ba'ath Party of Iraq. They recruit the radical jihadists to do their dirty work. Those at the top simply want power and use the ISIS platform to support their power-grabbing agenda.

What she is that the economic factors are part of it.  We need to fight against poverty because hope is an answer to terror.  We have to show people that might move in the direction of terroism there is a better way. 
 
Look here in the US.  Economics plays a huge factor.  Where do gangs exist?  Are they in Beverly Hills, the Hamptons and Manhatan or are they in East LA and other economicly bleak areas?  As she said, economics is one facet of it.  And We can't kill our way to victory, and no armed force anywhere -- no matter how good -- can deliver these keys alone.
