Chavez has a fleet of F-16 fighters. We stopped supplying parts and upgrades for them during the Bush administration. So, Mr. Chavez made a deal with Rosoboronexport, and Bush subsequently banned doing business with Rosoboronexport about the time we (USA) became one of the largest purchasers of Russian military equipment, helicopters, spare parts, training, manuals etc. for our "friends" in Afghanistan, Pakistan, India, Rep. of Georgia and so on.
