Transportation Norman Y. Mineta was at Dulles Airport today to announce that the Federal Aviation Administration will transfer $200 million from Airport Improvement Funds to Dulles to help pay for the construction of the airport’s planned fourth runway.

Washington Airports Authority President James Bennett and Mineta signed letters of intent to use the funding for the runway and associated taxiways during the next 11 years. The new north-south runway—part of the airport’s $4 billion development project— is scheduled to be completed in 2008. It will be needed to reduce delays and will allow Dulles to handle 50 percent more flights per hour under the right conditions, Mineta said.

He said the airport needs the fourth runway to meet projected demand. In 1996 the airport served 12 million passengers a year. That number more than doubled by last year, with 27 million passengers and 509,300 flight operations.
