Lost Baggage

Hello,
Does anyone know who to contact if the baggage is lost after checking in at the American Airlines counter?

We have been helping a kid (student, new to USA) who has lost her bags and it's been more than 15 days and the AA authorities keep asking her to wait for 8-10 weeks till they locate the bag or will later compensate.

We have filed the questionnaire and submitted information. There has been no answer if we call Central Baggage Resolution on 1-800-866-4010. The kid has her college documents and her clothes and needs them immediately. The customer support specialists have been of no use other than recommending we wait for 8 to 10 weeks. 
 
I asked if there is an option to escalate the case, but they had no good answer for it. 

Anyone who has been through a similar situation kindly comment if you know anything.

It's just ridiculous that the AA are talking with no responsibility when asked for an answer.
 
If we need to go and search the bags , where do we go and look for it? Is there a warehouse or something? Or, does anyone know any other way so we can get this issue escalated and the bag can be found in fewer than 8-10 weeks?

Thank you. I did that, and they had a similar response to what they provided on phone. Let's see how it goes.
