One thing I'm not clear on...was the $15 fee for checking the first bag going to be in addition to the $2 curbside check fee, or instead of?

I think originally it was in addition to....In light of the $15 added, i think AA didn't want to over it!

Oh, well then. That's different. I'm sure the passengers won't mind paying $15 to check the first bag as long as curbside check-in is free.

International will still be free on bag checks, yet those are the ones that usually pack the most and really push the weight limits.
