I had heard that no Charlotte passengers were on board. Clearly, a business flight which ended prematurely.

You have it backwards -- business travelers are more likely to fly a short distance than are leisure travelers.
Anyway, CLT-GSP is very short, which is why it's not surprising there were no local passengers. It's a 1.5 hour drive (versus 45 minute flight).
