I have been spending an awful lot of time at DCA and the traffic seems like it has decreased dramatically from several years ago. Does anyone know what the future plans for delta are at Reagan Airport. Seems to me like US Air is dominating that airport. I would much rather fly delta out of there but the frequency of flights seems to continue to decrease. Why would Delta decrease their flight offerings out of such a lucrative airport?

Not sure. I know US is #1 at DCA, followed by AA, then DL. I believe once Leo Mullin took his golden parachute, most of our hourly flights to Atlanta went with him. At one time, we had hourly service from ATL to LGA,EWR,DCA,ORD,BOS,and I believe PHL. Anyway, we now have a "rolling hub" in ATL and things have changed.
 
DCA has always been an interesting place. Back before Air 21 introduced additional beyond-perimeter flights and RJ's came to be, most carriers at DCA only served their hubs, except US. DL had mainline to DFW, ATL, CVG, the LGA Shuttle, and BEX 340's to JFK-YOW and BOS. They tried mainline to BOS a few times, but the hourly service on US (non-shuttle at the time) quickly brought the props back.

No airline can increase service without the slots. DL has applied for a pair, to LIT on a CRJ, that NK used for DTW services.

It is possible to upgauge the aircraft size on current slots but DCA is not LGA and can't take 767s.

Cities served by mainline ATL,CVG,LGA,JFK,SLC
Express routes: BTR, BOS, CMH, HSV, JAN, LEX, MLB

Unless they drop a city and reuse the slots elsewhere I don't see where they could expand.

Mainline BOS and make it shuttle using the same slots.
Make CMH mainline.
Another problem is that slots fit certain time bands. Certain hours are already maxed out and you could not drop a city with at a less hectic departure and use that slot at a peak time.
