The CIA maintains a presence at the U.S. Embassy in Baghdad, but the agency has largely stopped running networks of spies inside the country since U.S. forces left Iraq 2011. With the JSOC commandos gone, the intelligence agencies have been forced to try to track groups like ISIS through satellite imagery and communications intercepts.  These methods have proven practically useless because the militants relay messages using human couriers, rather than phone and email conversations.
 
Chuck Hagel met with defense officials from Arab countries in Saudi Arabia in May where they all agreed that ISIS posed a threat to the entire region. However, President Bozo never followed up with a plan to counter this group or step up monitoring their activities.

We didnt need to give the "terrorists" (and thats such a lousy term, if we like you you are rebels, if the government doesnt you are terrorists. they are soldiers fighting for a cause) weapons like John mccain wanted to in Syria, ISIS will just take the weapons we "gave" to the iraqi "government"  alot more than we would have ever given the FSA..  
 
and another reason why meddling in the affairs of other countries for whatever reason... is never a good idea... we have totally screwed up the middle east.  we should get the hell out and let them fight it out..  and hope that a government can be formed. it will probably end up being a strong man dictatorship and i have no problem with that. it works for them,

We were told we went there because Iraq had WMD's.  We never found nuclear weapons but we know for a fact they had chemical and they were testing them on their own people. 
 
The truth is I do not know for sure, and neither do you. The government does not always share all the information they have, nor should they. 
 
Some say it is because they wanted to curb the oil flow to enrich the oil companies, others will tell you that the United States needed a military foothold in the Middle East and Iraq was a logical choice.
