I have nearly forgotten how mine were at that age ( and it is only 10 years ago).
getting back to the subject as far as DND misspending it is actually PWGSC where the blame can be laid they are the RA ( requisitioning authority) for most DND contracts that are let to the public sector DND are the TA ( technical authority) but have little say of how the financial side is managed once the contract has been let.

Widgeon: As an ex-pwgsc contracting officer, the technical authority, DND, write the scope of the requirement and pwgsc normally get it into language that the industry, along with DND, can understand.

I was on the evaluation team for the original Portage contract and was thanked profusely by the DND chief evaluator for being on the team and my knowledge of aircraft.

The scope of work or requirement is always put together by the department that has the requirement, all PWGSC does is put it in contract form.

PWGSC does not control the amount of money in a contract, this is supplied by the client department.

If I had ten cents on every dollar I saved DND on some of their contracts, I could by my own 5 place helicopter.

Without getting into a pi''''ing contest with anybody, most technical authourities do not know how to evaluate a "best value contract", so they go with low dollar, meeting the requirement.

DND's big problem and always has been, is budget and people at the top who only worry about their own agenda.
