It's a nominal fee. I assume WN has blocks of N-numbers reserved for it's future use so any of those can be used for any of the FL airplanes.

I believe it's a whopping $10/year to reserve a registration number, which most airlines do in blocks anyway. That's why I said that WN would most likely just use already reserved N-numbers for the FL planes as they're moved to the WN fleet.
