Says Mr. Giovanni Bisignani, head of the International Air Transport Association;

"How many car manufacturers do you have in the world - 20 or 30? We have over 1,000 airlines."

The columnist suggests two actions that Congres could do to prevent industrywide bankruptcies without repeating the unsatisfying billion-dollar taxpayer airline bailouts after 911:

1. Repeal limits on foreign ownership (with obvious benefits)
2. Admit our antitrust laws don't have all the answers (ending abusive pricing)
