Summary of Tentative Agreement
Between The
Association of Flight Attendants-CWA and PSA Airlines
 
 
NOTE: Bullet Points marked with “***” are items in which the union gave back to the company for additional improvements based on Flight Attendant feedback and contract opening surveys.
 
Section 2: Definition
 
- Added language to protect Flight Attendant travel benefits in the event of any merger of acquisition.
 
Section 3: Compensation
 
- Rates of pay as outlined below are now industry standard amongst regional carriers as well as provide company stability and growth opportunity in this competitive environment.  Additionally, below pay rates come above most regional carriers in most areas.

- Premium Pay increased to $10.00 per hour for Check Flight Attendants
 
 
- Junior Assignment Pay paid at 1.25 of hours rate compared to old language of only a 3.5 minimum.
 
- Holiday Pay: Christmas and Thanksgiving Paid at 150% as well any other day designated by the company during the year.
 
- Deadhead Pay: Now paid 100% to and from training.
 
- Training Pay: Increased to 3.6 hours of pay a day.
 
- Home Study Guide Pay: Increased to 1 hour pay for every 2 hours of home study guide credit.
 
- Random Drug and Alcohol Testing Pay: $10 when scheduled at the end of a trip.
 
 
Section 4: Sick Leave
 
- Increased Sick Back accrual from 300 to 350 hours.
 
Section 5: Vacation
 
- Increased longevity for 3-week vacation accrual from 8 years to 7 years.
 
- Increased vacation week pay from 18 to 21 hours.
 
Section 6: Travel Expenses
 
- Increased per diem from current $1.45 to $1.65 with an additional .05 increase every 18 months thereafter for duration of the agreement topping out at $1.80 over the next 5 years.
 
- Increased current per diem for outside of US overnights from $2.00 to $5.00 per night.
 
- After 1 year of service, the company will reimburse Flight Attendants for the pre-approved cost of a passport renewal due to a name change.  This is in addition to the regular standard renewal costs.

Section 7: Scheduling
 
- Reduced the maximum number of scheduled landings from 9 to 7 in a single day with a maximum of 9 in actual operations.
 
- Reserve Lines will be constructed as either long-call or short-call.  In bases with 7 or more reserve lines, no less than 15% rounded up, of the reserve lines will be constructed as long call reserve lines.  In domiciles with less than 7 reserve lines, at least 1 reserve line will be constructed as long-call reserve.  
 
- Short call reserve lines will have a designated reserve availability period (RAP) for the first day of reserve in a block of reserve days.  The RAP for the first day of reserve will start at the same time for each block of reserve days during the bid period.
 
- A Flight Attendant may be scheduled for up to thirty-three (33) block hours in seven (7) days.
 
- Implantation of FLICA for Bidding and Trip Trading, etc.
 
- ***During the six month period following implementation of the automated system (FLICA) a Flight Attendant may request to continue to receive paper bid packets and awards.  Following the six-month period, distribution of bid packets will be electronic for all Flight Attendants.
 
- Month-to-Month Blend: Blending of trips 2 trips during the belend when applicable benefiting commuters but still following current pairing building parameters.
 
- A Flight Attendant may drop a trip to another Flight Attendant for day(s) off, and such trips will be approved unless there are FAR or contractual restrictions.  A Flight Attendant will not be permitted to drop below sixty (60) hours, and her/his guarantee will be reduced accordingly.
 
- When deadheading occurs at the end of a duty period, such duty time will end fifteen (15) minutes after the block in time for domestic and thirty (30) minutes for international.
 
- Flight Time Limitation: A Flight Attendant will not be rescheduled to exceed 9 block hours in a duty period.
 
- The senior Flight Attendant may choose the “Forward” or “Aft” position on the aircraft.  The position will be retained for the entire trip, unless the Flight Attendants agree otherwise.
 
Section 8: Leave of Absence
 
- Added in-law (mother-in-law, father-in-law, step-parent-in-law) language to be included into the 5 days of bereavement leave rather that the current 2 days allowed.
 
- Personal Days: 3 a year without having to give a reason for such a request.  Based on staffing as current book.
 
Section 9: Reserve
 
- Complete revamped Reserve System including short and long call reserve system. INDUSTRY LEADING FOR REGIONAL CARRIERS (Molded after Mainlines new reserve system)
 
- Long Call Reserve with 12 to 48 hours advanced notice.
 
- Ready Reserve reduced from 10 to 8 hours.
 
- Ready Reserve will not exceed 3 consecutive days.
 
- Golden Days: 2 days a month designated as Golden Days in which a Flight Attendant cannot be Junior Assigned.
 
Section 10: Uniforms
 
- Increased uniform allowance from $200 to $250 with an accrual cap of $500.
 
- Uniform cleaning allowance increased from $15 to $18 a month.
 
Section 13: Union Business
 
- Flight Pay Loss override reduced from 39% to 27%.
 
- SA1 travel for Union Business not dealing directly with the company.
 
- Space Positive travel when dealing directly with the company.
 
Section 15: Grievances
 
- Additional language in handling and processing grievances.
 
Section 17: Training
 
- A Flight Attendant will be paid 1 hour of flight time for every 2 hour of FAA approved home study guide.
 
- Increased pay for training.  See section 3 above.
 
Section 19: Filing of Vacancies
 
- Added Language to 19.B.3 to include “Domicile vacancies that remain available after awarding permanent bids will be assigned to the Junion Flight Attendant system wide, or, at the Companys discretion, by hiring a new Flight Attendant.
 
Section 22: Air, Health & Safety
 
- Elimination of Security Checks
 
Section 23: General
 
- The company will now make all Flight Attendants aware of any new Side Letters of Agreements, Memorandums of Understanding, and Settlement Agreements relating to the change in the agreement or a change in clarification to its interpretation applicable to all Flight Attendants electronically and posted to the company website.
 
- The company will now notify AFA of any changes in addresses, name changes etc. monthly to AFA so that you are always kept up to date on all AFA related information.
 
Section 24: Insurance
 
- Flight Attendants will be offered a medical and dental plan with the same benefits offered to management up to and including CEO.
 
- Future cost sharing premiums will not exceed 1% every year of 3% total over duration of agreement.
 
Section 26: Retirement
 
- ***Eliminated the 1% contribution by company to employees that do not contribute to the PSA 401K plan.
 
- Increased company contribution for those with company service from 6months to 5 years by an additional 2%, for those after 5 years to fifteen years with an additional 2% and added a new tier with those with service of over fifteen years to a 7% total company contribution.
 
Section 28: Employee Assistance & Professional Standard
- New and improved language that protects and helps Flight Attendants in the event of personal issue or crisis.
