PHOENIX - A woman who died in police custody during an airport layover was intoxicated on a potent mix of alcohol and antidepressants and accidentally strangled herself on her shackles, an autopsy released Friday concludes.

The Maricopa County Medical Examiner's Office said Carol Anne Gotbaum, 45, of New York, was acutely intoxicated on alcohol and prescription drugs when she died in a police holding room at Phoenix Sky Harbor International Airport on Sept. 28.

The official cause of death was hanging, the report concluded, adding she had a history of "use of antidepressant medications with intoxication."

A private autopsy conducted for Gotbaum's prominent New York family has not been completed.

The family has accused police of mistreating Gotbaum, the mother of three whose husband, Noah Gotbaum, called the airport three times the afternoon of her death, telling officials he was concerned about his wife's whereabouts because she was depressed and suicidal.

Michael Manning, a lawyer for the family, did not immediately return calls Friday.

Police said in a statement Friday the autopsy report "substantiates" the findings of investigators on the cause of death, supporting the department's position that "officers acted appropriately and there was no misconduct during this tragic incident."

Gotbaum had been arrested on a disorderly conduct charge after she was kept off a connecting flight that was to bring her to Tucson, where she was to enter an alcohol treatment center.

She was handcuffed and shackled to a bench in the holding room. Police have said they followed proper procedures when dealing with her.

Gotbaum was arrested after becoming irate with gate crews who refused to allow her to board a plane. After realizing she missed her flight, Gotbaum used profanity and said, "I'm not a terrorist."

Before her arrest, she was seen on surveillance video running through an airport terminal, bowing abruptly as she appeared to yell and resisting arrest as three officers try to control her. Once handcuffed in the terminal, Gotbaum locked her legs as officers held her by the arms and pushed the still-standing woman through the terminal.

Officers checked on Gotbaum minutes after she stopped screaming, and found her with the chain and handcuffs, which had been behind her back, around her neck area.

Efforts to revive her failed.

Gotbaum had about 35 bruises on her neck, arms and legs, including her knees and elbows, and scrapes, according to the autopsy report. Her neck injuries included "chain impressions," said the report, with police saying they found her handcuffed hands next to her neck.

Noah Gotbaum is the son of a prominent New York labor leader and stepson of Betsy Gotbaum, the city's public advocate, an elected position that involves helping improve services to citizens.

Carol Gotbaum was born in Cape Town, South Africa, and worked as a department store buyer in London before moving to New York with her husband.

According to azcentral.com her blood alcohol was 0.24%.

So, she died. Under the "care" of cops.

A citizen, ill for any number of reasons.

It is said society is measured by how it cares for

it's most vulnerable members, the ill.

America failed. Yet again.

Shackles are a physical restraint used on the feet or ankles.
Why would she have her ankles around her neck to be restrained?

Can we just stop arguing about this please? She was a ticking time bomb, who should have been escourted by a nurse.

I saw a person who was confused, frightened and needed a friend. I saw detainers who were pretty accustomed to managing situations with force, bent on accomplishing their "mission", whatever misguided direction that led them. I saw bystanders really trying to hide their attentions, abjectly deferring to misguided law enforcement, just like the German citizens stood around trying not to notice as the Jews were hauled off.

You didn't notice too much, did you? I guess anyone would get numb to life after watching Jerry Springer reruns and their ilk.

Had the half-arsed agent handled the situation like they should have, she would likely be alive today. Unless full, closing the door prior to scheduled departure time is just plain duplicitous advertising. Publishing a departure time, yet reserving the right to depart early with unfilled seats borders on criminal, even while the published departure time is on every information screen available.

If an airline needs that particular ability, they need to make it plain, in big, capital letters, that the aircraft may depart early. (The "excuse" they use to manage "on time" is really a lie, the entire charade being to sweep management incompetence under the carpet).

Also, leaving restraints on a person after they are confined in a cell is just plain lazy stupidity and if policy, needs to be changed.

And what were they supposed to do? Go to the closest airport store that sells protest signs. Nowadays in airports it is common to see and hear loud disturbed people. Where have you been?

Had she not been drunk off her butt and high as a kite, she would be alive today.

How about we assign some personal responsibility to her?

Rather than gnashing our teeth and blaming society and America, how about blaming the woman who was loaded and acting like a psychopath?

Let me get this straight. A passenger was acting strange after being denied boarding since the plane was getting ready to depart. The agents decided the person could hurt other passengers or themselves so they called authorities (these are front line employees who made the call, no one in the executive office made the call). The authorities took over the situation and we are still trying to blame US, the woman or the authorities. This is America and no one is responsible for their actions.

If this family was so concerend about her, knowing her mental state, why did they permit her to travel alone? If her husband was so concerned for her, why did he not travel with her to make sure she made it to her destination safe and without all of the temptations of airport bars? As reported, they are apparently from a very wealthy family. Could they have not chartered a private plane? The blame should be put squarley on the family. Sounds to me as if they wanted to get rid of their "problem".

Her death was a tragedy for which the only truly responsible party is herself. Her husband's righteous indignation falls flat since, as As the Prop Turns already pointed out, if she was so fragile she should've had a family escort. She was drunk before reporting to the gate so she legally had to be denied boarding regardless of the flight's status. From that point on it's not the responsibility of any airline or police to babysit her.
