Cost neutral for employees, but not Management!

So I assume that you would have no problem with the contract employees using any legal means to increase those contractual pay rates (or improve other non-pay provisions)....

I'll take this one. An admin employee that "works to rule" won't get very far professionaly, in fact from what I hear the Tempe folks aren't afraid to clean their house on occassion.

On the other hand good employees out perform others and see their pay reflect that - they just don't have the security of a seniority based system.
