Military Base Closures

How's this for an idea. Since Oceana Naval Air Station (mouth of the Chesapeeke Bay in Norfolk Virginia) is on the latest list of military base closures, how about moving forward with immediate closure of that base and begin the immediate construction of the largest oil/gasoline refinery on the east coast at that site? Free from all federal/state/ and local environmental and building requirements of course.
 
Because it's on the coast and in the path of hurricanes?...

Me thinks the next refinery built will be inland....

I hope so, but I have my doubts. Everyone likes cheap gas, but I've seen Baytown, Texas...not sure Massachusetts or Ohio are too keen to build a refinery in their state. NIMBY lives.

Lots of empty space in Texas just waiting to be built on. And now there are tens of thousands of evacuees who are looking for work, so feel free to bring the work here...
