The proposed sites don't make much sense to me. The city is proposing either an exisiting building on the airport property, next to T3; or building a new facility on an empty lot right next to the exisiting Flight Center.
Hopefully, it won't be the on-airport site. It's probably a very old & crappy building, plus we'd have to park in the employee lot and take the shuttle into work.
The 2nd site doesn't make sense either. It is very likely taht if SOC stays in PHX, part of the current SOC will become our "backup" facility. It wouldn't make much sense to put the regular and backup facilities right next to each other.
