Seating question

OK, the partner comes into my office on Friday and informs me that he needs me to go back out to PVG next week. How nice of him.

Anyhow, have got my ticket booked for IAD-SFO-PVG. That being said, I could not get a seat assignment in Business class for my IAD-SFO flight even though I''m ticketed in business class.

Is this just a case of Business class is 99% full and they can''t figure which seat to assign me or is Business class actually oversold and they''re antixxxxting one cancellation?
