When I was living in MN, the City of Minneapolis had a 7% Sales Tax. The surrounding counties of Hennepin (Where I lived) and others had a 6% Sales Tax. Now then ask me the total number of New Car dealers within the City limits of Minneapolis? If you guessed ZERO you'd be correct. One dealer is literally 100 feet over the line into Hennepin County. The Bentley/Maserati dealer was the first to move to Minnetonka and soon all of the others slowly followed.
 
The western suburbs are thriving, while Minneapolis struggles a bit. The tax code and the additional social services and public transportation force the lower income families into the City. So Burger King doing what it's trying to do should come as no surprise.

Unless you're a progressive socialist worried there will be no tax base coming in from BK to create new subsidies, I wouldn't worry about it.
