So far as I am aware, it is the corner stone of all politicians. Are you aware of one who has not blamed someone else?

The budgets are a compromise. No one gets all of what they want. Obama did not get all he wanted and neither did Congress. It's a compromise. That is how government works when one party does not control both Congress and the White House. Obama could have vetoed the bill but why would he? End up with the same thing and shut the government down? Republicans have shut it down twice already. Gingrich learned it did not work and Boehner also learned. Does Obama share the responsibility? Yep. Sure does. So does Congress.
