Copilot is a free (donation) program that is excellent for flight planning and has a weight & balance (long only) - extensive airport database and easy to use
Load Balance Professional $$ is a very good w & b, but mostly for fixed wing - they are working on a helicopter version which looks like it will be very good.
Don't know of a program equal to the "Flight Duty" program, but PalmLogPro $$ is an excellent logbook with all sorts of options to configure and it will calculate the 7-30-42-90 duty periods. Sounds like they are working on a PC interface.
By the way these are for Palm - I found Palm has better variety and programs and easier to use than the Pocket PC system. There are lots around, but my search narrowed it down to these.
Another good one is Astar B2 performance program - very accurate, covers HOGE, HIGE, ROC, Fuel Burn etc
I've got an Excel spreadsheet which is based on the CAP 371 requirements - its great> PM me if you want a copy - keeps a running tally of year, 28 days flight time flight duty and duty time etc etc
