Why not just make it really simple? If you have a post in a government agency, you cannot work for any company that does business with Uncle Sam for 8 years. If you work for any company that does or will do business with Uncle Sam you can not work in any government agency for 8 years.

I agree, but that would eliminate a majority of people already in Washington.
