An interesting report from to GAO to Congress. It is very "broad-brush" - discussing the legacy and low-cost carriers as groups, not individually.

I need to have a good look at the document but there isn’t anything there that you and I both didn’t know before. It does appear to be a good piece of work at least at first glance.

One thing is clear – the document will clearly be used to justify denials for any further requests for government aid by the airlines.
