Actually, I blame the family. It could be argued that she lacked the tools to help herself because of her condition, but a travelling companion should have been in a position to intervene. It also continues to interest me that the mother-in-law had at least one call made to the Phoenix PD requesting that her maiden name be used so that the family name would not become public. Of course, that wouldn't have helped much when the family turns around and seemingly tries to blame the Phoenix PD for her death.

I hope the family does sue and hope they win big. Though it will never bring their mother back but it may cause PHX to grow up.

As mentioned earlier cuffing someone while detained already in a cell is not police procedure in many cities, just to prevent that very situation from happening.

No matter who wins; Nobody "wins", theres still a dead human being here and that will never change no matter the outcome of any legal proceding. The best thing that can happen is that the local Police will learn how to recognize how to deal with a person who is obviously unstable and not leave them bound and unattended.
