Because Québec identifies with Scotland, for their nationalistic leanings. The former governments often held Scotland up as an example of a civilized nation that wanted to separate from another, to try and deflect comparisons with Croatia, Bosnia, Serbia, Chechnya, and other folks who want to have a separate 'homeland' based on ethnicity.
