The Bush Admin has some, but I would argue, much less blame in this issue then the public (& media) want to add to him.
The factors are that in 2000, oil was removed from a list of commodities that could not be traded on the open market like this. (

Some very enlightening stuff on CSPAN recently. One factoid: Commodities trading
has increased by 8000 percent since 2000. THe staff of the CFTC has been cut by 10% in the same period.
