Well, I've seen Philly vastly improve in the 20 years I've been there, but I attribute that to two things: 1.) Mayor Rendel (1992-2000), now gov. of PA. 2.) imrpoved economy in the 1990's.
The city was completlely bankrupt and hanging on a string in 1990. Fast Eddie turned it around, started the slow reduction of the wage tax(at the time, nearly 5%) and trumpeted the convention center. The airport projects for the Intl. terminal A-West, terminal B/C rennovation, terminal F, parking garages, and runway 8-26 were all started under Eddie's tenure.
What the F has John Street done for this city but start a slow reverse? He's like a bad cancer, and it's only a matter of time before he's extracted. The Feds are still hot on his case and, despite what he'll have you believe, they still have him and his croonie under investigation.
But that's off topic, sort of. The baggage system is a large responsibility of the city. What the he11 is Street doing(besides trying give his inexperienced brother the contract) to fix it?
