Phoenix offer for OCC/SOC

No but points were offered two city-owned parcels including an 11 acre site and building at Sky Harbor. Lease with no property taxes over the 20 years..worth 5 million. Two million in training grants. Zone tax breaks and 16 million from the city of Phoenix in investment tax credits.

Ever since this "competition" was announced, I've wondered if it wasn't juat a charage by management. By making this a "competition", they've managed to get millions in monetary incentives that wouldn't have existed if they'd just announced that the new OCC/SOC was going to be in PHX....

I think there smart for making it look like a competition when all along it was a ploy to gain lots of $aving$ in phx for when they do build the occ/soc... was hoping it would go to clt or pit myself...

The city of Phoenix and state government ahve put together a substantial incentive ane tax break package to lure a new US Airways flight operations center to the Valley.

The package coult total more taht $24 million if US picks PHX for the project and takes advantage of the deal.

The jTempe-based ariline wants to consolidate 600 jobs and flight operations systems at the new center.

US also is looking at PIT and CLT for facility, sparking an intense competition between the three cities.

Deputy PHX city mngr. Dave Krietor said PHX's package includes:

The ariline would lease that real estate and would not have to pay property taxes providing$5 million savings over a 20 year lease.

> $2 million in state job training grants and another $200,000 from the city for work force assistance. The state funds are coming from the Arizona Department of Commerece.

> $1.3 million in state enterprise zone tax breaks that would decrease the airlines corporate tax bill.

> As much as $16 million in investment tax credits from the City of PHX that could help finance the facility.

Kreitor said one of the sites being offered to US includes an annex bldg. next to terminal 3 at Sky Harbor that currently houses airport staff. The other is an 11 acre parcell adjacent to US flight training cntr near the PHX airport.

PHX mayor JPhil Gordon has been aggressive in rectuiting big name businesses to the city. He previously met with SW executives about the airline moving operations or even it HQ to PHX.

US reps are meeting with PHX PIT and CLT officials to discuss the bids. Phil Gee, a US spokesman said a decision would be made in February.

The incentives are contingent on US locating teh 600 new jovs in PHX.

PIT has put forward a 16 mil incentive and tax breack package that includes state, county and local assistance. US has cut a number of jobs at PIT over the past few years.

One thing's for sure - only a few people know if I'm right or not and even if I am it's not likely the press release announcing the "winner" will start out with "We really screwed the people of _____ because we were gonna put the facility there anyway."

However, if I'm right it's just another example of why I don't have the "smarts" to occupy an office in the executive suite of corporate America.

Jerry Orr will do anything to get it in CLT. The Piedmont/USAir/US Airways hangar and training facilities were built by the City of Charlotte and are leased back to US. I'll bet the State of NC and CLT have put together a sweet deal.

The proposed sites don't make much sense to me. The city is proposing either an exisiting building on the airport property, next to T3; or building a new facility on an empty lot right next to the exisiting Flight Center.

Hopefully, it won't be the on-airport site. It's probably a very old & crappy building, plus we'd have to park in the employee lot and take the shuttle into work.

The 2nd site doesn't make sense either. It is very likely taht if SOC stays in PHX, part of the current SOC will become our "backup" facility. It wouldn't make much sense to put the regular and backup facilities right next to each other.
 
With CLT presenting last and their propensity to cater to US Airways it is highly likely that they will offer the most lucrative package for US Airways.

If that turns out to be the case and the center goes to PHX anyway that will tell us all we will ever need to know about the Sandcastle and their approach to the east both employee and customer wise.
Well, putting it in either PHX or PIT would be the best for employees; that way, only half of the current SOC staff would have to re-locate. The location of the SOC really has no impact whatsoever on the customers.

Also, the bids were all due by the 15th. So, the details of PHX & PIT offers that are now public shouldn't have any bearing on what CLT has come up with.
