That's because Section 209{b} of the Clean Air Act specifically grants states that adopted emissions standards before March 30, 1966 a special dispensation to enact more stringent vehicle emissions standards. Other states may also choose to follow those stricter standards.

Well then, if this country is trashed into oblivion then you need to move to an untrashed country. Now, based upon your previously posted fascistic, discriminatory, and draconian posts, I would suggest China where it is official that if you don't agree with me, you go to jail. Seems to me that societies that allow for the possibility that there are two valid sides to every question--as democracies tend to do--are just too messy for you.

Seriously? There are children of the confederates out there who still want to cling on to anything that makes them feel the civil war was not about slavery? Tell that to children of the slaves. Do you really need to discredit the suffering of African Americans by honoring a historical figure who was a leader in the KKK? Imagine yourself as a child who has been sexually abused. Then imagine the state you live in endorsing a producer of child pornography by making a tag in his honor. Seriously? Please just accept that you are on the wrong side of history.
 
Never implied that slavery had little or nothing to do with the Civil War. I said "Slavery" wasn't the only reason !

I too, also love how people show their ignorance by thinking and believeing, slavery was the "ONLY" reason for the Civil War ! :blink:

The Declaration of the Immediate Causes Which Induce and Justify the Secession of South Carolina from the Federal Union which lists the reasons that South Carolina left the union should put to rest the myth that that there were other reasons besides slavery. Read it and you will see a recuring theme. As jimntx said, if there had been no slavery there would have been no Civil War.
