That is the district bylaws, not in your CBA.

I know in CLT the GC/AGC would give his report at the union meetings.

There are poor leaders in every union, the boys boys club of the District needs to stop.

Also the membership needs to step up and stop relying on others to do it all and then cast stones when things dont go there way, if you dont get involved you should not biatch.
 
Ummmm, all of US fleet is in D141, so those by-laws CLT observed were not observed in other locals. D141 didn't do squat about it.

Sadly, IAM is as top-down as US (there's a saying applicable to IAM/US to the effect "choose your enemies with care, for you will become them").

There is no meaningful structure for the membership to get initiatives passed or elect leaders not on 'The Slate.'

Sure, members have gotten a few initiatives thru (only because the leadership found them tolerable, and it was good PR). But nobody can name a single AGC elected in the past 20 years from the floor, rather than the Slate.

Why does IAM erect so many barriers to membership participation?
 
Guess you would have to ask the delegates to the District Conventions who voted on the bylaws over the years.

When we split off from 141 and went to 141M we changed the bylaws to make it only two local lodges to nominate you to get on the ballot.

It took a grassroot effort to do that, maybe you all need to do the same.
