United's stance if you test positive for COVID abroad

I am traveling to Costa Rica this week-end and just received this e-mail from United saying that if we test positive in CR we need to provide 2 negative tests subsequently to return home. Given the CDC stated that you can test positive for up to 90 days and that's why they accept a positive test and a letter from a physician saying you are cleared to fly to return to the US, I don't understand why United would have this 2 negative test requirement? I am worried about getting stuck there now because you may not test negative for weeks.
