What would you expect a senator from Georgia to say?
Congress has no say in the matter, the Senator is just posturing to protect his elected seat. If the deal goes through, the people of Georgia can ask "what did you do?" and he is now record for speaking against the deal on the floor.

You're very wrong on that. The DOT and DOJ will make the final decision but they will take an enormous amount of input from Congress and all states and localities affected. The Senate has recently decided to open hearings on the proposed takeover. In the unlikely event it makes it through the creditors, this will be bogged down in the regulatory process for a very long time.
