if you have an IFR rating, do you need your Licence to actually state VFR-OTT?
In TP12775, It states that if you have an IFR you are automatically privileged, but in the CAR''s it states you are granted one upon request.

Whats the deal? Is it just an excuse to grab some cash off you to get your ''automatically privileged'' OTT to be printed on your licence?
