From what I remember reading, W Bush did not greet the fallen soldiers coming into Dover a single time.

You'll never know if he did or didn't. There was a strict ban on media coverage from 1991 to 2009.

Bush 41 put the ban in place during the first Gulf War, and both Clinton, and Bush 43 upheld it, placing the dignity and the families privacy above optics.

Obama and Biden have never met a photo op they didn't like, so the ban was lifted shortly after he took office.
 
Good. Glad to see he got into the crowd, and wasn't surrounded by his detail.

Sort of backs up the notion that he never passes on a photo op, too. He had to fly all the way to Bagram for this. Maybe they were just glad that they were going home?

What is a policy of Non-Intervention?
It is NOT isolationist. What Non Intervention means is we mind our own business. Consider what the Middle East might look like had we not assisted in the overthrow of of Iran's democratically elected government in 1953? End result was installation of the Shah or Iran who from 1953 until 1979 presided over a reign of terror. Then guess who stepped in? Islamic Fundamentalists. Then we have Afghanistan. We armed the rebel factions there because we wanted the Russians to pay a very high price for their incursion into Afghanistan. Thus as an unintended consequence we we gave legitimacy to Osama bin Laden and his fighters. Many of them morphing into Al-Queda, Taliban and today ISIS. Then just to keep things interesting we invade and topple Hussein, a secular dictator only to see forces of the sadists challenge and nearly topple that government. Now we are sending troops to Iraq who will likely do little more than inflame the passions of extremists and create another generation of Jihadists! This goes on and one with Libya, Syria and one by one as secular dictatorships fall the rise of extremist persists along with the unintended consequences of our actions.
 
Non Intervention says to stay out of it. At least until we exhaust our diplomatic options and clear our action with the American people through a Declaration of War. So let's stay back and allow events to unfold and clarify who the players are first, Attempt to act as broker instead of bomber. If all of that fails then put it to a vote, declare war and kick thoer arses. We can trot the Military out at anytime it doesn't have to be today.

W Bush said it in an interview with Stars and Stripes in 2006 so I think I'll take his word for it.  If you want to argue with him you go right ahead.
 
Sure, privacy and dignity were paramount.  Never mind the idea that the public might not be happy about seeing 5,000 of these.

Bad optics indeed.  I have never known a politician to place human needs above political ones.   I am also sure the ban had nothing to do about the little incident that occured with Bush and the first casualities from Panama came into Dover in 1989.  Appears Bush was busy giving a press conference at the time when the soldiers remains were coming in the AFB.  I bet Bush was talking about dignity and respect at the new conference right?

Bush held his first news conference since the invasion. Three networks (ABC, CBS and CNN) chose to broadcast the two events in split screen, allowing viewing of both events at the same time. President Bush appeared to be joking during the news conference, despite the solemn ceremony taking place onscreen at Dover Air Force Base, resulting in calls from viewers complaining to the White House about the broadcasts.
 
 
I'm sure the politics or as you say 'optics' of this situation had no bearing on the ban of seeing remains come back in flag draped coffins to Dover AFB.
