At best the outrage over Cecil is only a part of the problem as the article also stated:

Plummeting oil prices have further led to a drop in the number of visitors from U.S. states such as Texas, from where traditionally large numbers of hunters go to Zimbabwe.

And as you even quoted from the article:

the driest summer on record kept grasses low and made the small game easy targets.
 
And that's all the more reason to encourage responsible conservation efforts i.e. quota based hunting, as opposed to what the SJW's have been doing, e.g. shaming airlines into refusing to carry trophies.

Granted, but you only saying: "All the outrage over Cecil has now created an imbalanced ecosystem..."
greatly simplifies the problem.

Its actually very simple.

Maybe Trump could restore the ecosystem by buying some lions and shipping them to the Mexican border.

Cecil was politicized not for his own good, rather some anti-hunting tree hugging group out for environmental justice, even though it will kill the fragile economy previously built on trophy hunting .
 
Now many Africans have felt the lame arm of the unconcerned PC movement in their country at all costs to them and their way of life.
