AF used to fly IAH-MEX on a daily basis, when they flew CDG-IAH-MEX every day. And, yes, they could fly local passengers between IAH and MEX. It was quite a profitable route for them from what I was able to understand.

However, a former USAir exec re-did the AF schedules and naturally AF started flying IAH-CDG and MEX-CDG nonstop.
