Station Staffing Question

HI. There's an AA mechanic stating that a recent arbitrators award requires NW to man a station with AMFA technicians if NW A/C fly there. His actual statement is:
"This Arbitration basically states that if NWA flys into a station they must have technicians there. The Remedy or the award is yet to be determined"

Anyone heard of this? Thanks
