It's real simple. Words like Honesty, Trust, Loyalty, Moral, Values and Ethics were not mere puchlines for sound bites or re-rlection ptopaganda.

Guns for hostages and the Iran Contra scandal. He and his administration knowingly and willfully violated their oath of office to uphold the law of the land. Bush Sr. had to pardon 6 cabinet members to prevent an embarrassment.

I do not feel like doing a search but I seem to recall quite a few controversies and resignations during his tenure.

I'll take a pass on the honesty, moral and ethics part. He was a politician and just like all the other empty suits who have served in the WH.
