its all pretty clear now.Most likely:
1. union required to now fine members.
2. Union wont fine members, so it will be forced upon an agreement with the company within 30 days, if not on the 14th.
3. The agreement will most likely NOT be a TA. The agreement will be a procedural agreement, ie., let members vote and if rejected then go to arbitration.

Fines don't come now. That would be something they can use later on as they may be able to hold the Association in contempt of the Permanent Injunction.

That's probably why they included to have the Association fine or discipline their Members, something that would be unlikely to happen. That being the case they could hold the Association responsible for non-compliance of the Permanent Injunction by not doing everything stated to stop the slow down.
