It's not really a union or non-union issue. It's an issue of a program that has been mismanaged.

The aft barrel section is prepped in SC and frames/longerons installed as part of the prep. Gaps were improperly shimmed in Everett. So it seems that there's blame enough to go around.What exactly does SC have to do with this, Bears?....
