C.A. owns Pref. Bid program?

I "heard" that CA owns the program for Pref. Bidding. To implement the second half (to help reserves) she has some outrageous price tag. So high that the company won't/can't afford it. Any truth to this or another urban legend?

Nope! No truth to something that is so ridiculous.

One of the main stumbling blocks for pref bid not being implemented was that AFA, ALPA, and the company could not agree on a vendor. There is more than one, and on this, I agree with PB.
