Major Points


Summary of ALPA Proposal 20 July 2004

Compensation and Value:
Reduce May 2004 pay table by 23%
Reduce night pay
Reserve guarantee to be prorated on a daily basis as 1/18th per on-call day (as opposed to the current 1/30th or 1/31st per day for the total number of days in the bid period).
International category pay changes (some reductions in when it applies)

Annual Average Savings: $655-$705M

Duration:
Amendable Date: 31 December 2008

Work Rules:
Develop and implement a Preferential Bidding System (PBS)
Match reserve availability to need.
• Goal is to double reserve utilization
• Utilize a reserve assignment system that helps level reserve hours
Allow LOT value to vary over a wider range.
Increase monthly pay cap.
Reserve guarantee at 70 hours until CAP exceeds 80 hours, then it will trail 10:00 behind CAP.
Pilot removed for another pilot’s OE is subject to 23 K recovery flying
Company has more freedom to reroute before triggering reroute premium pay
Reduce Vacation Bank value to 3:15 per day and eliminate 48 hours
Allow expanded use of Non-Seniority List Instructor (NSLI)
Replace VM with Duty Period Average (DPA)
Expand Distributed Training
Allow Bank deposits as long as current Furlough Recall agreement is complied with
Category freeze increased to two years from date of award

Benefits:
Adopt the 2004 Standard & Enhanced non contract medical plans (pilot and retiree premium to be negotiated) and add a third high deductible no premium plan

Other R&I items:
• Require lump sum transfer within 45 days of retirement
• Allow diversification of Delta stock held in the 401K at age 50

Safety and Oversight:
• Require the Central Air Safety Committee (CASC) be notified in the event of accident or incident
• Grant CASC access to the safety database
Scope:
Extend 1 E. and 1 F. numbers to match duration
Improvements in scope:
• Fragmentation protections
• Merger protections
• Improvement of Profit Loss agreements protections
• Information sharing
• Labor disputes
• Brand scope

Returns:
Profit sharing based on pre-tax earnings
Equity in the form of stock options
Annual Performance Incentive Program

Bankruptcy Protection LOA to buffer against further concessions in the event of bankruptcy

ALPA elected full member of Delta Air Lines BOD

Jumpseat (J/S) Improvements
• Flight Attendant J/S access
• Flow back
• International partner J/S access

PS(Y) transportation on DCI for travel to/from training and ALPA business

Company to pay the cost of these negotiations

Other:

Agreement effective upon ALPA’s acceptance of a comprehensive restructuring of Delta Air Lines that involves all stakeholders
 
Funny, I see where the pilots want access to the f/a's cabin jumpseats, but I don't see where they are offering f/a access to the cockpit jumpseat. Did I miss that somewhere?

We are supposed to negotiate for flight attendants now as well?
Any such agreement would most likely entail a provision that flight attendants would have access to the seat on a higher priority. So what ill effect would this have, or are you just complaining to complain?

I doubt the FAA will allow this to happen. The Pilots are not qualified to sit on a f/a jumpseat. They don't even know evac commands! Can you imagine if they were on the f/a j/s and they had to help evac an airplane? The DL f/a's were stupid to vote no on the AFA for representation. This would never even be up for negotiation if they did.

First there is NO FAA restriction on cabin jump seats only airline policy's. As for pilots not knowing evac commands, well I think get the he11 out if you want to live, works just fine. If they actually choose to stay on board. After all we, the F/A's are the ones responsible, not the cockpit. Last Luv2fly is right, they are not responsible to negotiate for flight attendants. Although if they did get preferential treatment in there J/S's and the cabin ones that would be real slap in the face.

Let's not be coy. It's fairly common for cockpit crew members to see the issue as "We should be able to occupy the cabin jumpseats when commuting AND get boarding preference to those seats over commuting flight attendants. However, the cockpit jumpseats must never be assigned to anyone other than a check airman, an FAA inspector, or a commuting cockpit crew member."

Don't worry, I am sure the DL F/A's union will be negotiating that for the F/As in their concession package. 😛

The Delta F/A's were smart not to fall in to the AFA bs. The would have become nothing more than a large cash infusion with a small voice at the top. Delta F/A's would be wiser to go the route of the other large carriers flight attendant groups, who have followed AA's example of an independent union. One that has a single voice that represents there interests not that of all the other carriers in the group. AFA would be a good thing if you are a ATA or Frontier with only a small number of members. But you get to the size of Delta, NWA, and United. You need a voice of your own.

Well, gee. Let's see. If an individual can be trained to fly an airplane, do you think maybe he/she possesses the mental capacity to learn evacuation procedures?

Mikey, I agree that with a large airline, an independent union may be better than a huge mega-union representing multiple airlines like AFA. But do you really think NO union is better than a large union?
 
A few carriers allows offline jumpseaters both pilots and F/A's to occupy the F/A jumpseat. Some carriers allows company F/A's to utilize the cockpit jumpseat.

So, it is not an FAA reg, but a company policy. Don't like it, have it changed or stop complaining, because other people in the company gets it changed, who knows, if the cards are played right, it may end up benefitting yourself.
 
HP allows pilots to sit on the jumpseat if they take a quick class in door and cabin emergency ops. They get a sticker on their badge and they can jumpseat there, but are a priority below FA's.

Basically they would be a great ABA (Able Body Assistant).
 
Doesn't Southwest let jumpseat riders in the flight attendant j/s as well? I think they call it riding "fifth" or something like that.
