Express Does it again!!!!

On Saturday the 11th, I took a bag claim from a man who originated his trip in RIC. At dptr time the pax are informed the cargo door on th RJ can''t
be opened and therefore no bags can be loaded.
Since there was no time to reroute neither psgrs nor bags, all psgrs were told to file bag claims at their destinations. I called RIC and found
out thats exactly what happened and that the RJ
had been flying all day with a non functional cargo door. No advance notice, no info on the release, no nothing. Fortunately, RIC supplied me
with the bag''s alternative routing and I was able to tell the man when to expect delivery. But why was this airplane even flying if the cargo space couldn''t be utilized?
