Flying thru Level II precipitation

My name is Joseph M. Bellino

I am the President of the National Air Traffic Controllers Association (NATCA) at
Chicago O'Hare's ATCT. I am also an air traffic controller at the Chicago TRACON.

Over the past few years, pilots have refused to enter Level II precipitation. and we're
wondering why?

We would never ask you to fly thru Level III or above or any precip that has bumps
in them. But why won't pilots accept vectors toward Level II activity bumps or no bumps?

I've just reached out to a few of my friends who pilot out of ORD
and I've found what I believe is the answer.
