H.R. 3371: Airline Safety and Pilot Training Improvement Act of 2009 deals with pilot hiring, training, and crew rest requirements. This bill was passed by the House on October 14, 2009 by a 409 to 11 margin and has been forwarded to the Senate. If enacted the bill would add tough new certification requirements for entry-level commercial pilots, require additional emergency training, improve availability of pilot records, and mandate stricter rules to minimize pilot fatigue.

This bill will force airlines to recall and/or hire new pilots. I have heard pilot work forces could be increased by 10% to 20% over current levels dependent upon the crew rest requirement final language.

As written, nothing much but task forces and panels studying various issues will happen in less than a year after passage of the bill. Then, depending on the degree of change in crew duty time and rest, the FAA will give the airlines a grace period to implement the new rules (if anyone thinks the FAA will force airlines to be 10-20% understaffed overnight I've got some swampland for sale).

Any hiring/training changes could be even further in the future, but the effect on staffing will be minor.

So those with enough time left to gain from the start of age 65 retirements might also see additional hiring due to this bill.

If airlines are losing money with current staffing how is adding 10-20% more pilots going to work? No way that gets mandated.
