If all the airlines that served LGA and wanted the perimeter rule to go away did this, then maybe they could cause a groundswell of support for removing the rule. It makes little sense anymore now that EWR and JFK are already well served as major hubs.
PANYNJ is notorious for ignoring public opinion, but the Governor Cuomo might be able to put pressure to bear on it. Popular pressure means nothing to PANYNJ, as they are 100% appointed bureaucrats. But enough political pressure might just get something done. When customers call and ask "Why only Saturday?" they should be told to contact Albany and complain. But the airlines will never get the opportunity to make that request of their customers until there is at least some inconvenient service to get them on the phone.

While you might be right, I don't think the DCA perimeter will be lifted. Remember the security ninnies (federales like Secret Service and others) who argued in September, 2001 that DCA should be permanently closed because of its proximity to numerous high-value targets? More flights to LAX, SFO, SAN, SEA and others would mean more 757s loaded with more fuel. I realize that doesn't equal more risk to the White House, Capitol Buliding, Pentagon and others, but I expect the same security ninnies to carry the day if someone argues to relax or lift the perimeter rule. Aren't there still very complex vectoring rules for arrivals/departures to DCA, some for noise abatement and some to satisfy the security ninnies?
