According to Wikipedia the monument was completed in 1941 at a total cost of $989,992.32, or $247,498.08 per President. According to
this website, $247,498.08 would be
$3,910,000 in 2013 dollars if we simply multiply the figure by the percentage change in increase of the consumer price index since 1941. Interestingly, there are other calculations they provide that look at, for instance, the relative share of a project cost as a percentage of economic output, and that one yields a figure of
$32,100,000 for a carved President in 2013 dollars, which is still far cheaper than buying an actual President. I see such a project today costing a lot more than four million dollars.
Private donors might be the best way to go about funding it, although the GOP House majority might make an exception in their austerity agenda to enshrine Reagan in stone. I'm sure they'd be more willing to do it for him than they would the new-dealing FDR or even JFK. I have no personal preference.
The other option is they could complete the monument per its original design, which originally had the
Presidents sculpted down to the waist.
