I think I saw something on Night Line about that. The Dems claimed (with a straight face no less) that they did make the process more open. Technically they did. Instead of never being able to see whose name is attached to each request, now they can be seen just before the vote (too late by ten to fight it). I guess it is better than nothing (not by much) so at least now come election time they may have to explain why they spent 2 million to up date an airport that gets only a hand full of flights a day (that was one of the examples the segment showed).
One of the other arguments presented was that if the process were more open, more pork would be spent because the Senators and Reps would have to “prove†themselves to their constituents and request even more money.

Yep. I would never count on a politician to do anything that they promised. They would promise you the moon knowing damn well the best you will get is a rock if you are lucky.
