Question on DM award tickets

Can somebody confirm if DM award tickets booked before August 6 (or is it August 9) can be changed in terms of flight times without a fee.

I had heard a fee is being instituted on DM awards, but was not sure if that had already gone into effect.

This page on the US website just says effective Aug 6. If you still have CP status, you're exempt.
