I think there is a difference between government help and government help. Coast Guard is Gov run and seems to work quite well, as does the US military. Look at Beverly High. Very good school city run. Seems if the people have the money and they are behind doing something that they want to do, it will get done and done fairly well. The people and the Gov never wanted to help the Natives of this country. They did not want to help them when they first set foot on N Amer and they have no interest in helping them now. I would argue that the white establishment has very little interest in help any minorities in this country. They 'help' because they are forced too. Look how smoothly Civil rights went.
The main problem with gov involvement is the fact that there are so many hands in the till and no one is willing to say 'hey, you need X more than I need Y. You go first and I'll wait. We have so little regard for others that we just do not care.
